“New World Order” published

Dr. Gonsalves has published a policy analysis entitled "A New World Order: What's New, Which World, and Who Gives the Orders?"
In it, Dr. Gonsalves observes that recent actions taking place globally and within our hemisphere signal a consolidation of unilateral, transactional power that directly affects Caribbean sovereignty, economic resilience, and diplomatic space. While small states cannot match great powers symmetrically, they can shape outcomes through unity, legal clarity, and calibrated engagement.
Dr. Gonsalves stresses that, while this is a challenging moment for our Caribbean Community, it is important to analyse the strategic risks, identify leverage points available to CARICOM, and propose a pragmatic course of action that protects national interests without provoking unnecessary confrontation.
He suggests that CARICOM's approach to the current upheavals and crosscurrents should have by four central guiding principles:
1. Maintain collective CARICOM positions grounded in international law;
2. Avoid bilateral fragmentation under pressure; coordinate responses;
3. Diversify economic and diplomatic partnerships to reduce exposure; and
4. Engage the United States consistently, calmly, and collectively.
Similarly, that principled and pragmatic approach can realistically target four clear and achievable objectives:
1. Preserve Sovereignty: Ensure national decision-making remains independent and rule-based;
2. Protect Economic Stability: Reduce exposure to unilateral economic or regulatory shocks;
3. Maintain Constructive U.S. Relations: Engage without submission or provocation; and
4. Strengthen Regional Standing: Present CARICOM as a serious, coherent diplomatic actor.
